Statement by Permanent Representative of Slovenia to the United Nations Samuel Žbogar at the Peacebuilding Commission Ambassadorial-level meeting on Chad
Thank you, Mr. Chair.
I thank Madam Minister Acyl, as well as the other briefers, for their reports.
Slovenia welcomes Chad’s continued engagement with the Peacebuilding Commission on its important path to constitutional order. We support the Secretary-General’s decision to extend Chad’s eligibility to the Peacebuilding and Recovery Facility. Close cooperation with the Commission, in line with the National Strategy for Social Cohesion and the new National Development Plan, remains essential.
Genuine reconciliation requires a free, transparent, and inclusive civic space, with the meaningful participation of all, especially women and youth. We strongly support Peacebuilding Fund projects to advance the Women, Peace and Security Agenda.
Slovenia remains concerned about growing instability in Chad’s easter borders. We commend Chad and its people for their remarkable solidarity in hosting one of the world’s largest refugee populations. But Chad cannot carry this burden alone. The international community must step up its efforts in mobilizing resources in support of vulnerable communities in the region.
Finally, as Prime Minister Halina highlighted so eloquently at last week’s Climate Action Summit, the nexus between climate, peace, and security in Chad is undeniable. The shrinking of Lake Chad, once a lifeline for entire communities, stands as a stark illustration of converging environmental, developmental, and security challenges. Diminishing resources are fueling intercommunal tensions, while the continued presence of Boko Haram in the Lake Chad Basin shows how climate pressures exacerbate instability and recruitment.
Chad cannot face these challenges alone. The Peacebuilding Commission should increase its engagement in supporting Chad’s efforts to tackle these challenges, including by building on Peacebuilding Fund’s existing projects on transhumance management.
Mr. Chair,
Slovenia will continue to support Chad in its peacebuilding efforts. We also encourage other countries to engage with the Peacebuilding Commission to share best practices and to mobilize support for their prevention and peacebuilding initiatives.
