Statement by Permanent Representative of Slovenia to the United Nations Samuel Žbogar at UNGA high-level thematic debate on the multifaceted aspects of peace and security in Africa and the future of peacekeeping operations
Thank you Mister President for organizing this important debate to which we would like to contribute three points.
First, Africa should not be seen merely as a theatre of conflict, but as a dynamic contributor to global peace and security. The continent’s diverse experiences in conflict prevention, mediation, and peacebuilding offer valuable insights into the multifaceted nature of today’s security challenges, from climate change to terrorism. Africa hosts the majority of UN peace operations, and thousands of African peacekeepers serve with distinction under the UN flag, demonstrating remarkable commitment and professionalism. African voices, leadership, and regional innovations are therefore integral in the discussions on the future of peacekeeping.
Second, the adoption of resolution 2719 is a pivotal step toward institutionalizing a more equitable, effective, and mutually reinforcing partnership between the African Union and the United Nations.
Slovenia commends the United Nations and the African Union for their ongoing efforts in operationalising resolution 2719 in line with the Joint Roadmap.
In this regard, Slovenia regrets that the Security Council was unable to reach consensus on the hybrid implementation of resolution 2719 for the AU Support and Stabilization Mission in Somalia.
Third, efforts towards a Common African Position on Climate, Peace and Security represent a vital step toward recognizing climate change as a serious threat multiplier and empowering African leadership in advancing locally driven, context specific solutions.
UN Climate, Peace and Security Advisers play an increasingly important role in advising host governments, regional organizations and UN missions across Africa to better integrate climate-related risks in their peacekeeping, peacebuilding and early warning efforts. We encourage the international community to support their invaluable work. Slovenia will continue contributing to the UN Climate Security Mechanism and supporting capacity-building through Slovenian Peace Operations Training Centre, which offers various training courses to enhance climate security and environmental peacebuilding capacities in peace operations.
While we recognize and respect that each region has its own solutions for its problems, we believe in the power of partnerships. Peace and security in Africa is not Africa’s burden alone – it is our shared responsibility. We urge greater coherence between all partners.
In closing, Slovenia stands ready to work with all partners to promote peace, security, and development in Africa.
