Sudan: Harm to civilians is systematic and deliberate

At the urgent Security Council meeting on the latest developments in Sudan, Slovenia once again condemned, in the strongest possible terms, the horrific violence against civilians. Such harm does not occur by chance, but through deliberate and sustained conduct by the parties. Slovenia stressed that responsibility for civilian suffering lies with both warring parties, noting that continued external support only prolongs the conflict and deepens civilian suffering.

“The war in Sudan has crossed every moral, legal, and human boundary. Civilians are killed, besieged, starved, bombed, raped, and displaced by design,” emphasized Ambassador Samuel Žbogar, unequivocally condemning the destruction of civilian life from El Fasher to Kordofan. Children have been turned into targets, peacekeepers into casualties, and health workers into victims—laying bare a moral collapse at the heart of this conflict and a complete disregard for the most basic norms of humanity and international law.

“All civilian deaths are equally unacceptable and demand responsibility,” Ambassador Žbogar stated, calling for justice and accountability. Despite overwhelming evidence that weapons, including drones, as well as other assistance are being directly used against civilians, Sudan continues to receive arms, along with logistical and financial backing that sustains the fighting. Slovenia therefore called on all external actors to halt the transfer of arms and military materiel, cease any form of logistical or financial support, and fully comply with their obligations under relevant UN arms embargoes. Those who continue to supply this war, Žbogar warned, are not neutral bystanders but enablers of atrocities.

Finally, the responsibility to end this war rests with the warring parties themselves. Slovenia urged them to step up and engage seriously and in good faith in mediation efforts to bring the brutal fighting to an end.
