State Secretary Melita Gabrič addressed the United Nations Security Council during the Open Debate on the Protection of Civilians in Armed Conflict.
In her statement, State Secretary Gabrič highlighted the increasing challenges in protecting civilians, as outlined in the latest report by UN Secretary-General António Guterres. A record number of civilians are not only affected by, but bear the greatest suffering in today’s armed conflicts, with the situations in Gaza, Sudan, Ukraine, and Myanmar being particularly alarming.
She expressed deep concern for the plight of women and other groups in vulnerable situations, including children and older persons. Secretary Gabrič stressed that the youngest members of society face the greatest risk of death or lasting psychological and physical harm and must be shielded from the horrors of war. She underscored the disproportionate impact of conflict on women, who are frequently subjected to sexual and gender-based violence, including rape and forced marriage. Attention was also drawn to the often-overlooked severe impact on older persons.

Secretary Gabrič emphasized that protecting civilians requires ensuring access to essential services. She reminded the Council that international humanitarian law strictly prohibits attacks on or the destruction of critical civilian infrastructure, such as water facilities, which are vital for human survival. Despite these legal protections, such attacks persist across numerous conflict zones.
“The impact of conflicts on the protection of water and water infrastructure has long-term consequences for the civilian population” she stated.
Slovenia is one of the three founding members of the Global Alliance for Water Security in Armed Conflict. On Friday, 23 May, State Secretary Gabrič will participate in the Arria-formula meeting of the Security Council focused on the protection of water in armed conflict, organized by the Alliance.
She will also participate at a side event, co-organized by Slovenia, dedicated to the Global Initiative on International Humanitarian Law, as part of marking the Protection of Civilians Week.
