Statement on arms transfers in relation to the war in Ukraine

Statement by Saša Jurečko, Deputy Permanent Representative of Slovenia to the UN Security Council at the Briefing on Maintenance of International Peace and Security in Ukraine

Madame President,

I wish to thank Mr. Fung for his briefing. I also take note of the statement by Ms. Kwiatkowski.

Madame President,

Let me make a couple of points on behalf of my delegation:

Firstly. As we continue to discuss the issue of arms transfers, we are compelled to return to the same underlying fact: arms are being supplied in order to support Ukraine as it is facing an unjustified war of aggression. This would not be needed if Russia had not launched its full-scale invasion.

Earlier this week, the Ukrainian President would not call for support in air defence weapons and systems, had Russia not aimed more than 80 missiles and drones against Ukrainian civilian and critical infrastructure in one single night.

Slovenia will continue to fully support Ukraine’s right of self-defence in line with article 51 of the UN Charter and the applicable international legal framework.

Secondly. While we discuss transfers of weapons that are provided to defend the sovereignty and territorial integrity of an UN Member, we cannot overlook illegal arms procurements that support Russian aggression against Ukraine.

In this connection, Slovenia deeply regrets that Russia has vetoed a technical resolution on the 1718 Panel of Experts mandate extension. We are deeply concerned over the emerging evidence on Russia’s arms procurement, including missiles, from the DPRK. This is a violation of multiple UNSC resolutions adopted under Chapter VII of the UN Charter and needs to be further addressed. As stressed on many occasions by many in this room, all UNSC resolutions are binding and must be fully respected.

Madame President,

We need to build trust in order to make our future secure. It is therefore important for the Council to engage in bringing peace and security to the Ukrainian people.
