Joint Statement on Artificial Intelligence and International Peace and Security

The following is a joint statement by the members of the United Nations Security Council: Denmark, Greece, France, and Slovenia:

We recognize the transformative potential of artificial intelligence (AI) for international peace and security, as well as the significant risks arising from its irresponsible use. AI can contribute to enhanced protection of civilians and strengthen United Nations (UN) peace operations and humanitarian responses. At the same time, misuse of AI may exacerbate existing conflicts, shape their dynamics, and pose additional threats to international peace and security.

We note that AI can act as an enabler of cyber and information threats, among others. AI-enabled cyber and information threats may undermine the safety and security of the civilian population and of humanitarian and UN personnel. Increasing reliance on digital systems by UN peace operations and humanitarian actors requires consideration of digital and cyber risks.

We underscore that the use of AI must be in accordance with international law, including international humanitarian law and international human rights law. Such compliance is essential to prevent destabilizing effects and unintended harm. We emphasize the importance of ensuring human control over life and death decisions.

We call for strengthened, dialogue, cooperation, and capacity building efforts, particularly to support prevention and resilience. It is essential to ensure that AI is used in ways that are responsible, accountable, and fully consistent with the UN Charter. Such efforts are vital to ensuring that AI contributes to global stability and peace.

We recall the primary responsibility of the Security Council for the maintenance of international peace and security and remain seized of the implications of AI to this mandate. The rapid development and deployment of AI can both support and challenge the Security Council’s deliberations and mandates. To this end, members and other stakeholders must collaborate closely to anticipate, assess and address emerging risks.
