Statement at an Arria-formula Meeting on Low Earth Orbit Satellites

Statement by Gregor Jenko, First Secretary of the Republic of Slovenia to the United Nations, at an Arria-formula meeting titled Risks and Challenges Emanating from Uncontrolled Use of Low Earth Orbit Satellites

Mr. Chairperson,

I take note of the statements by the briefers.

The organization of this meeting is a testament to the interconnectedness of communication technologies and emerging technologies with the maintenance of international peace and security.

Nevertheless, Slovenia believes efforts are needed to avoid duplications with discussions about space traffic management, use of space resources and space debris in Vienna, where COPUOS and UNOOSA have been extensively addressing these topics.

Mr. Chairperson,

Slovenia emphasizes that affairs in space, as affairs on the Earth, are governed by international law. This entails the principle of non-intervention, which among other things includes the prohibition of the use of force against the territorial integrity or political independence of any state.

Slovenia shares the general concern about the dissemination of mis- and disinformation and manipulation of electoral processes. Especially as democratic processes on the European continent are increasingly being subjected to systematic manipulation. Double standards should be avoided in this regard, as state sponsored misinformation and disinformation campaigns represent a markedly earthly affair. It is counterproductive to any Security Council discussion to point out only a fragment of a much wider issue and it raises questions about the aim and credibility of such discussions.

Mr. Chairperson,

Space technologies, including low earth orbit satellites are critical to sustainable development. Multilateral cooperation is vital for ensuring peaceful, sustainable, and equitable use of outer space. At the same time the growth of space economy and the advent of mega constellations compel us to reflect on their impacts.

As an operator of Low Earth Orbit Satellites, Slovenia will continue to put a great emphasis on the long-term safety, security and sustainability of outer space activities and focus on safeguarding our shared space environment for current and future generations.
