Explanation of Vote by Permanent Representative of Slovenia to the United Nations Samuel Žbogar at the UNSC meeting on the report of the Secretary-General on the situation in Abyei 

Thank you Mr. President.

Slovenia voted in favor of this resolution because civilians in Abyei continue to need, and deserve, the indispensable support of UNISFA.

Our vote reflects an assessment that, amid overlapping crises, the Mission remains essential. Any other outcome would have fallen short of our responsibility towards a community facing rising insecurity, shrinking humanitarian space, and a fragile governance.

UNISFA remains a stabilizing factor and often the only safeguard between civilians and further escalation.

Slovenia remains a steadfast supporter of UNISFA and the communities it serves.

Needs on the ground remain considerable: severe climate shocks, rising food insecurity, and limited access to services call for strengthened engagement – not a reduction in ambition.

At the same time, we have to express our concern regarding certain aspects of the outcome. We regret that the Council did not have sufficient time to bridge remaining differences. The compressed timeline limited our ability to fully consider the implications of several changes introduced into the text by the penholder, including those related to climate change, gender equality and the prevention and response to sexual and gender-based violence.

Slovenia reiterates the importance of a comprehensive peace operation that is

• equipped and ready to deal with severe climate shocks, prolonged droughts, erratic rainfall and life-threatening floods,
• tasked to integrate a comprehensive gender perspective,
• and prioritize prevention and response to the sexual and gender based violence, a sad reality for women and girls in Abyei.

These elements constitute a vital part of foundation for sustainable peace and long-term stability in the region.

We also remain cautious about language that could potentially appear overly prescriptive about the Mission’s future presence. The Council must preserve the flexibility needed to respond to evolving realities on the ground.

Mr. President,

Slovenia remains convinced that Abyei’s future depends on sustained engagement, inclusive dialogue, and a political process that delivers tangible benefits for its people.

We therefore reiterate the call on Sudan and South Sudan to resume meaningful dialogue, revitalize joint mechanisms, and take concrete steps towards a final status for Abyei.
